See the actual effect of low-carbon emission reduction, and innovate the pilot into a system
Low carbon development has become a global consensus. How effective is the low carbon pilot in Guangdong Province? What did you do?
Recently, the reporter learned from the Department of ecological environment of Guangdong Province that since the pilot of national low-carbon Province, Guangdong Province has exceeded the national carbon intensity target, with a cumulative decline of more than 44% in the past decade. Among them, the carbon intensity of Guangdong Province decreased by 20.1% in the first four years of the 13th five year plan, close to the national target of 20.5%.
In terms of carbon emission trading, by 2020, the cumulative trading volume of carbon emission quota in Guangdong Province was 169 million tons, with a cumulative turnover of 3.489 billion yuan, accounting for 38% of the national carbon trading pilot, and continues to rank first in China.
Multi level pilot demonstration: integrating low-carbon development into daily life
In the "low carbon post station" of Fuxing new village, North Community, Xiaolan Town, Zhongshan City, a complete low-carbon living system has been established here. Low carbon development has become the daily life here, and the carbon footprint can hardly be found.
Not only that, the single family residential pattern in Fuxing new village makes it possible for family photovoltaic power generation. As the first community in Guangdong Province to pilot household solar photovoltaic system, 25 households in Fuxing new village have installed solar photovoltaic power generation system, accounting for 20% of users, with an annual power generation of about 85000 kWh and a reduction of carbon dioxide of about 44 tons / year.
"The electricity generated by the power generation system can not only supply the daily use of residents, but also generate income from 'power generation online' and bring substantive benefits to residents." he Yiqing, director of Xiaolan low carbon development promotion center in Zhongshan City, introduced.
Beiqu community is the epitome of multi-level pilot demonstration in Guangdong Province. In 2010, Guangdong Province was listed in the first batch of national low-carbon pilot provinces, and Shenzhen, Guangzhou and Zhongshan were successively listed as national low-carbon pilot cities. "Low carbon development can not be 'one size fits all', but should be adjusted to local conditions." the relevant person in charge of the Department of ecological environment of Guangdong Province introduced that under this concept, Guangdong has carried out in-depth pilot projects in low-carbon cities, counties, parks and communities to explore low-carbon development paths in different regions and different development stages.
In 2014, Guangdong zhuangyuangu e-commerce Industrial Park carried out pilot projects of provincial low-carbon industrial parks; In 2015, the pilot of provincial low-carbon communities was carried out in five cities and counties including Xiaolan North Community in Zhongshan; In 2016, Guangzhou and other six cities took the lead in carrying out carbon GSP pilot projects to clarify the emission reduction of carbon GSP projects, which can be used for carbon neutralization of carbon emission trading offset mechanism and large-scale activities in Guangdong Province.
Since 2018, Shantou and other five regions have successively carried out pilot projects of near zero carbon emission zone demonstration projects. Shaoguan and Meizhou have carried out pilot preparation of municipal and county greenhouse gas inventories, and relevant guidelines have been prepared.
Today, low-carbon development has been integrated into the daily life of Cantonese people: the photovoltaic power generation system in front of the house provides daily use of the cabin and solar charging pile for power supply; Fertilize and irrigate the community farm through kitchen composting and rainwater collection system; Intelligent waste classification equipment and the idle goods exchange area in the cabin to guide residents to reconfigure idle resources
Explore carbon emissions trading: the cumulative turnover ranks first in China
"Look, the final transaction price per ton is 28.10 yuan!" the relevant person in charge of the energy and Environmental Protection Office of the strategic planning and Investment Department of China Southern Airlines said that in July 2020, the company auctioned about 900000 tons of carbon emission quota saved through energy conservation and emission reduction in recent years. After fierce competition, it was finally purchased by 6 emission control enterprises and 5 investment institutions, with an income of more than 25 million yuan.
There are still many enterprises in Guangdong. Through the flexible market mechanism in the carbon market, Guangdong has gradually included about 250 emission control enterprises in the six major industries of steel, petrochemical, electric power, cement, aviation and papermaking, which account for nearly 70% of the province's carbon emissions, covering about 70% of the province's energy carbon emissions.
"Guangdong is the only pilot in China to implement the combination of free quota and paid distribution system. In 2013, the proportion of free quota for enterprises was 97%, and in 2014, it was further reduced to 95%. Enterprises not only obtained most free carbon assets, but also undertook certain pressure on emission reduction." Zeng Xuelan, director of Guangdong climate change research center of Sun Yat sen University, introduced, The establishment of the paid distribution mechanism of carbon emission quotas reflects the concept of "scarce resources and valuable use", improves the awareness of enterprises to actively reduce carbon, and provides a useful reference for the paid distribution management of quotas in the national carbon market.
This system has activated Guangdong's carbon emission trading market and enterprise emission reduction power. Since the operation of the carbon market, more than 80% of emission control enterprises have implemented energy-saving and carbon reduction technology transformation projects, and more than 60% of emission control enterprises have reduced the carbon intensity per unit product. Among them, the carbon emissions per unit product in power, cement, steel, papermaking and civil aviation industries have decreased by 11.8%, 7.1%, 12.7%, 15.9% and 5.4% respectively.
"It is estimated that compared with the situation without carbon market, the implementation of carbon trading in our province has increased the carbon dioxide emission reduction of emission control industry by about 10%. The carbon trading mechanism has achieved remarkable results in promoting energy conservation and carbon reduction." the relevant person in charge of Guangdong carbon emission exchange introduced.
Carbon inclusive system: let people become beneficiaries of ecological development
Two years ago, the villagers of Timian forest farm in Huadu District of Guangzhou didn't know what "carbon sequestration forest" was, and they didn't expect to make money by selling the "breath" of the forest without cutting down a tree.
Timian town is a forestry town worthy of its name. The forest coverage rate here is as high as 83.5%. The first carbon inclusive forestry project in Guangzhou is settled here. In 2018, the carbon inclusive project of 30000 Mu forest land of Timian forest farm was approved and filed by Guangdong Province, becoming the first carbon sink forest developed by carbon inclusive in Guangzhou.
Timian Forest Farm finally sold 13319 tons of certified emission reductions to an enterprise by introducing third-party institutions to calculate emission reductions and online public bidding, and obtained carbon sequestration income of more than 200000 yuan.
Intangible forest ecosystem service value not only translates into tangible economic benefits, but also brings confidence in green development to Timian town. "Green water and green mountains are golden mountains and silver mountains. We should take good care of the mountains and forests." now, the villagers of Timian town often talk about these words.
Not long ago, Hongguang Village in Qiaotou town, HUAIJI County, Zhaoqing city again obtained 1.2 million yuan of rural development funds through "selling air", which greatly inspired the villagers who "took off their hats" to get rid of poverty last year.
"At the beginning, the government said it was' selling air '. We couldn't believe it until we received the filing notice of 3804 tons of carbon inclusive emission reduction issued by the Provincial Department of ecological environment." Ou Xinhua, the party secretary of Hongguang Village, introduced that these emission reductions achieved a carbon sink income of 124000 yuan through competitive auction.
Guangdong Province has continuously launched rich carbon financial derivatives, which not only broadened the use of income funds, effectively revitalized the "sleeping" natural resource assets, but also explored the value realization path of public ecological products.
Since the establishment of the carbon inclusive system, emission control enterprises have purchased more than 1.5 million tons of carbon inclusive certified emission reductions such as forestry carbon sinks and distributed photovoltaic, bringing 25 million yuan of income to provincial poverty-stricken villages and ecological development areas in poor areas, old revolutionary base areas and ethnic minority areas.
In fact, the carbon inclusive system is also benefiting more people in their daily life. Take the bus and subway, walk 10000 steps, ride a bike, and then convert it into carbon coins for backpacks, stationery boxes, etc. such "low-carbon benefits" have occurred in Guangzhou.
At present, Guangzhou has launched the country's first urban carbon inclusive platform. Through low-carbon behaviors such as green travel, water and electricity saving, you can obtain carbon coins and exchange commodities. After some carbon emission reductions are certified, they can also be traded and realized in Guangzhou carbon emission exchange.
The commitment of "striving to peak carbon dioxide emissions by 2030 and strive to achieve carbon neutrality by 2060" has pushed China's international commitment to climate change to a new height. There is not much time left for the national commitment. The future development of Guangdong will face the challenges of gradually shrinking carbon space and still rigid demand for energy consumption and carbon emission. At the same time, it will also usher in the vigorous development of strategic emerging industries in Guangdong Province and the building of a green and low-carbon ecological Bay Area in the Great Bay area of Guangdong, Hong Kong and Macao Shenzhen has great historic opportunities in many aspects, such as building a leading demonstration area of socialism with Chinese characteristics.
